The Bank

The InvestitionsBank des Landes Brandenburg was founded in 1992 as an institution incorporated under public law. The purpose was to create a central institution to support the State of Brandenburg in performing public tasks. By concentrating promotion in one institute and using specific banking instruments promotional policy can be implemented efficiently and at lower cost. To enable the bank to fulfil its statutory task it was empowered to perform sovereign tasks in its own name. It is obliged by law to observe strict neutrality in competition. Profit-making is not the main purpose of its operations.
The organs of the bank are the Annual General Meeting, the Board of Supervisory Directors and the Board of Managing Directors. An Advisory Council advises the bank on business transactions and promotes contact with Parliament, the private sector, the public administration and the banking sector. State supervision of the bank is performed by the Ministry of Finance, and promotional committees are formed to advise on individual projects within the promotional programmes.

The Tasks

On behalf of the state ministries we promote public and private investment projects on the basis of mandates to handle business. The main areas are:

  • Housing construction
  • Social services, education, culture
  • Economic infrastructure
  • Environment
  • Agriculture
  • Manufacturing
  • Research and technology
  • The Media. 

The promotion is given in the form of grants, loans at favourable interest rates, guarantees or equity participations. The funds required are provided either from the state budget or raised by the bank by borrowing in the capital market.
In 1996, when the concept of the bank as a central promotional institute had proved successful the State of Brandenburg greatly widened its statutory tasks and commissioned it to operate as a state structural bank. This enabled the bank to support the State of Brandenburg and the structural change that is taking place there more comprehensively, for example by financing projects that are of particular interest to the State of Brandenburg.

The Bank’s Activities

We employ a staff of around 450, and handle the main investment promotion programmes for the State of Brandenburg. Supplementary finance in addition to this totals on average 250 million euros a year. In these financings we cooperate closely with the Federal Government promotional institutions and on European level, and this enables us to offer our customers an optimal combination of promotional and financing instruments. 
We also perform our function as a state bank by structuring or financing important projects for the State of Brandenburg. For example, we were involved in setting up the state housing construction fund, which we administer on a trust basis. Other examples are finance for concrete projects and setting up subsidiaries to operate in economic or structural policy areas.
